A tankless water heater's GPM is not one fixed number. Colder inlet water requires a larger temperature rise, which reduces the flow available at the same set temperature. Start with your usual source-water temperature, then compare the output that supports the shower flow you want.

How to read the result At a 41°F inlet and 108°F target, the 55K tier corresponds to about 1.4 GPM in this engineering comparison. Warmer inlet water raises the calculated equivalent; a hotter target lowers it.
Maximum GPM still has a separate limit The result is a temperature-rise estimate, not permission to exceed a model's published maximum flow, plumbing limit or installation requirements.
Why does hot-water flow change with the season?

Colder inlet water requires a larger temperature rise. At the same set temperature, that leaves less available flow than warmer source water.

Does a higher BTU rating make the water hotter?

Not necessarily. At the same set temperature, higher heat input mainly gives you more flow headroom when inlet water is colder.

Can I choose a water heater by maximum GPM alone?

No. Compare GPM at the same inlet and outlet temperatures. A maximum-flow figure measured with warmer inlet water will not describe cold-water performance.
